Luis Perez, President and CEO

Luis Perez is the founder of Teracore, Inc. Luis has 27 years of leadership and senior management experience including serving as an Officer in the United States Air Force. His expertise includes implementing and managing complex, enterprise-level business and technology initiatives for Fortune 500 companies. His vision is to help Federal clients gain efficiencies by leveraging commercial best practices and emerging technologies.

Although he began his career with technology in the military, he successfully transitioned his skills and experience to help both government and private-sector organizations resolve business operations and technology challenges alike. His philosophy has always been to enable mission success for Teracore’s customers by delivering the same high caliber services that he provides to Fortune 500 companies. 

Luis holds a BS degree from the University of Maryland at College Park and an MBA from Boston University.


Michael Snitman, Chief Operating Officer

Mike Snitman has over 30 years of experience building and leading high performing teams to deliver management and IT consulting services to diverse federal and commercial clients including Health & Human Services and the Departments of Homeland Security and Defense. He has overall responsibility for the company’s operations and growth; ensuring our clients receive the highest quality service and solutions possible.  

Prior to Teracore, Mike led the Public Sector market segment for United Healthcare’s Optum Health where he oversaw Medicaid, Medicare and Military Health clients across the country. Mike also served as a Vice President at TransUnion, where he held executive leadership roles in the Government Services and Healthcare Solutions business units. In additon, Mike earned a commission in the U.S. Army and served on active duty in both Rapid Deployment Force and Combat Development roles.  

He holds a BS in Computer Science from the University of South Alabama, an MBA and Post-Graduate Marketing Certificate from Southern Methodist University and has completed Stanford University’s Executive Program for Rapidly Growing Businesses.


Kelly McBride, Chief Financial Officer

Kelly McBride has 20 years of progressive accounting, financial and executive management experience having served as Controller, Director of Finance and Chief Financial Officer for small, mid-size, and large services government contractors ranging from $25 million to $340 million holding contracts at all levels of federal, state and local government.  She has also successfully worked with government contractors operating in the engineering, construction, technology, logistics, training and base operations lines of business with executive management and oversight over Accounting, Information Technology, Accounting Information Systems, Internal Audit, Pricing and Office Management.

Kelly is the founder of Global Dynamic Consulting, Inc. (GDI), a business advisory, financial management and technology consulting firm which provides government contract compliance consulting solutions to our clients within the government contracting and aerospace/defense industry. Before starting GDI, Kelly served as a Partner in the Government Contractor Services Group for Cherry, Bekaert & Holland, LLP, a regional based CPA and consulting firm.

Kelly holds a Bachelor of Science in Accounting from the University of New Orleans (LSU). She is a Certified Public Accountant (CPA) in Louisiana.


George Freeman, Senior Vice President – Service Delivery

George Freeman brings more than 28 years of operational and leadership experience in delivering strategic business and technology consulting services to both the private sector and federal government organizations.  George is responsible for leading the service operations across the Federal government agencies, primarily the Department of Homeland Security and Department of Defense.

Prior to joining Teracore in 2006, George was a Program Manager with GE Transportation Systems, leading the integration and growth of intelligent rail transportation command and control systems worldwide.  As a business unit manager, he was also responsible for ensuring that marketing, sales, manufacturing, and engineering client services operations were efficient and effective.

George is a 21 year veteran of the United States Air Force, where he led and managed technical teams of up to 100+ providing computer engineering services and for programs as large as $2.1B.  His experience includes intelligence operations, cyber security, NASA and Air Force Space Launch Systems, fighter and missile system analysis, and program acquisition and contract management support.

George holds a BS in Computer Science from University of Maryland and an MS in Computer Science, Telecommunications, from the Johns Hopkins University, Whiting School of Engineering.


Mark Varricchione, Chief Growth Officer

Mark has been an advocate of business growth and innovations in business for over 25 years. He is currently Chief Growth Officer at Teracore. Mark has worked with a wide variety of Firms across industries, to include Public sector on growth strategies. He has a diverse business and technical management career, ranging from startups to mature, high-tech companies, and holding management positions at Firms like Answerthink (Hackett Group), HCL Technologies, Teligent, MCI (Verizon), and Robbins Gioia. He often serves on business advisory boards to help introduce innovative elements into businesses’ strategy and operations.

Prior to joining Teracore, Mark served a number of Fortune 500 clients and boards around transformation and growth following his tenure at KPMG. While at KPMG he operated as Chief of Strategy, Corporate Development & Operations and led merger & acquisition, growth, and innovation activities as well as managed multiple groups. Prior to joining KPMG in 2003, Mark was founder and Managing Partner for qBiquitum, Inc., a business and technical strategy practice in the Washington D.C. area.

Mark holds a Bachelor’s degree in Business Administration from The Citadel.
